This article states that 2,100 uninsured drivers in Ontario are involved annually in accidents causing $125 million damages. No one knows how many uninsured vehicles are out there, but let’s take the 2002 guess of 6 per cent — i.e., some 390,000 vehicles whose owners should be paying premiums to cover the $125 million. By these numbers, their premiums should be around $320 per year ($125 million divided by 390,000).

This is weird. I’m a driver with a perfect record who pays almost three times that. Maybe the Star should look into the breakdown of the insurance stock dollar: how much goes to claims, administration, legal fees, marketing, lobbying, fraud investigation, taxes, profit, etc.

Could it be that only 40 per cent goes out in claims? If so, let’s have a unfledged look at a public option.

At a minimum, auto insurance companies should be required to report details of annual takings and expenditures. Drivers could then make a more informed decision when they choose an insurer.

Summation first, interpretation last (if you want to wade through the wall of text, I promise to make it interesting, as best I can!):

1. A few users have complained about the DVR arctic up. I haven't had it long enough to speak to this issue, but some have complained that this is endemic with TiVo in general. Having had two Series 2 boxes for several years, and never a can of worms with either, I would say that any failure falls into the "acceptable failure percentage" of any product. Nothing is perfect. Even the best made cars malfunction, exceptionally, five miles out of the lot.

2. That said, the TiVo dual tuner I bought a couple of years back didn't work. Neither did the three replacements they sent. Undeniable, that was a poorly designed and released piece of hardware.

3. Read the material before the cable installer comes out. You'll necessitate to have gone through the Guided Setup first. If you don't, you'll make the cable tech late for the rest of their appointments, and we all know how much we sweetie it when the cable tech is late for *our* appointment.

4. Quick and easy pre-setup (before cable tech comes to inaugurate card).

5. Quick and easy cable card setup.

6. Multi-room viewing is immediate--all I did was up in my TiVo wireless adapter, enter the encryption code during setup, and it recognized the box in the other room the first time I pulled up the "Now Playing" roll.

7. It does a better job of providing closed captions than the cable box did (as I detail below, captioning is not available through the TV on the component or HDMI inputs). You can become the size, font, foreground and background color, and more. Tech Corner Conundrum and Solution – “This device cannot start (Code 10)”

Ever had this error on one of your devices in Device Manager? Well only recently I got this incorrect, it took a while to work out from researching but here’s how I resolved the error.

Scenario

My new ATI Radeon 4850 graphics playing-card arrived in the mail, as soon as I get home from work I start replacing my old 3870. After turning the PC back on after installing the 4850 everything goes large, get into Windows Vista and install the latest drivers for the graphics card… and here’s where the trouble starts.

For some common sense i’ve lost my sound after installing the graphics card, on inspection of the Device Manager I find my SoundBlaster X-Fi has an fight, and upon checking the properties of the driver find it has the error “This device cannot start (Code 10)”.

No matter how many re-installations of both graphics file card and sound card I cannot get it to work, however the onboard sound does work after re-enabling it (never had it enabled obviously due to having a reliable card).

Solution

While this did work for me, it may or may not work for you with other devices but it’s always worth a shot. Now after researching i’ve found that this boner can be caused by Windows not receiving the correct Vendor ID or Device ID from the card, this can be due to a faulty card or the card needing a easily understood reseat.

So first try reseating the card in question, if you’re not experienced with working on the inside of your PC you may want to get an experienced colleague (be careful here as some friends may think they know what they’re doing but in the end cause more trouble) or more recommended get a reputable PC fixing up shop to fix your problem. If you’re set on doing this yourself and don’t have any experience doing so then please use a guide such as this one, not following a guide could inferior damaging the card in question.
